The letter is from normal postal mail (snail mail), similar to those other government letters.

Probably not. You could, however, always use the MOM university list. I don't reckon it would be much different as you have to use MOM to get to ICA anyway, e.g., Employment Pass for 2 years, apply for PR, after 4 ~6 years, apply for Citizenship.
