I know people who travel from one end of Singapore to the other end every day via taxis. Do you reckon it's any more expensive than that during peak hours? The letter is from normal postal mail (snail mail), similar to those other government letters.

Probably not. You could, however, always use the MOM university list. I don't reckon it would be much different as you have to use MOM to get to ICA anyway, e.g., Employment Pass for 2 years, apply for PR, after 4 ~6 years, apply for Citizenship. I agree with you whole heartedly, everyone is rushing to apply for renewal of ep, pr whenever they can, citizenship is another story because many people are not willing to give up their rights and benefits back home but in singapore everything is changing so fast and laws are different by months or...
