Actually, in other countries.. 37 minutes travelling time considered reasonable short... but in singapore, admiralty is considered very far from town. also, rememnber to add in the waiting time for train.... not so frequent in sin. But saying that, ok or not , depends on the rent... if it is cheaper...

Grange road is near to to most places, takashimaya shopping mall.... but u may need to take taxi or buses as it is right in town, exclusive but not so inconvenient....

For a budget of S$4000 i think u can stay nearer to town in district 9 and 10. Both district are the top district in singapore. D9 is closer to town, but it is more crowded and less exclusive (esp for area near river valley road). D10 is of lower density but still near to town, I personally prefer H...
