I would not suggest an appeal , just be patient and reapply in about a year or so. don't give up hope. The number of PR status given out in 2013 was 30,000 that's an average of 2,500 a month. In the meanwhile try to upgrade yourself or join the PA and do some volunteering work , or be a grassroot me...

You are 29 years of age and got exempted from serving NS , while all those who were born here have to do 2 ot 3 years full -time NS and continue will Reservist In-camp training till we are 40 years old.

I think your chances of getting PR is extremely high , but you have to tell ICA
officer that you won't be interested in getting Singapore passport or citizenship.
