I can't comment on the chances but waiting time of 10-14 months is pretty common these days if you look at the other threads

My opinion is that the OP's case will be up there in the list. I am also unable to appreciate why application for PR is free but application for citizenship has its costs?

What was written on the rejection letter? Was it "... you can continue to reside in Singapore on your current valid pass..." OR "... you may apply again after XX months/year"
