If I have only a temperary visiting visa in Singapore, can I open a bank account?

I checked the website, it looks like they need a few days to approve the safty box. Actually although I have bank account in their USA branch but they will need me to open another one in Singapore, I am not sure how long it will take for me to rent one.

Any suggestions for this?
