pr pending for almost a year

hi guys. i just wanna ask your inputs.

i am currently holding spass, but planning to resign very soon. my pr is pending for almost a year now (application sponsored by pr husband).

my question is--- can my husband apply a long term visit pass for me even if my pr is still pending?
