If I understand correctly, you are referring to PTT (Push-To-Talk) service on mobile phones.

'grid' by Singtel used to provide that service for corporate clients. Perhaps they do it for consumers too. You will have to check with them.

if you have a SIM card from one of the telecom in singapore Starhub, M1, Singtel, then you can ask them to unlock it. I think the unlock code should be based on IMEI number of your handset. Good luck!
