I would go for Puteri Pan Pacific. Nice ambience with great range of buffet. I am not too familiar with their nightlife, but I do agree, partying is better in Malacca! I just came back from Batam. Day filled with spa and pool. Cheap shopping too. Alternatively, I would suggest Tioman, Malaysia. Beautiful undisturbed raw nature. Even if u dont have a licence, you can always try the introductory lesson. The chalet i put up in even issue basic scuba certification!
