Just apply now with PEP, later when you change to EP make sure to inform ICA.

Just be sure to always have a valid pass.
I don't think keeping PEP until just before expiry would be seen as a bad thing as long as there is no period you are not on a pass.

I think it is usually approved a few days before or after the 6 week expected timeframe. I did it last year and it was approved 1 day before the 6 week period. I had over 5 years of experience in SG + was on an EP when I applied. Speaking to friends, they have had similar experiences. Assume they do...

Ask your husband to sponsor your PR after 2 years of marriage to show ICA that the union is stable. Apply too soon and it is seen as marriage of convenience.
