Me and my husband are Singapore PRs. we are planning applying PR to our daughter. who needs to sign the application as applicant? ( Mother has singned in the passport.). also do i need to take the child to ICA to submit the application?

what is the average processing period??? i can be in singapore still my 30th week.. does the ICA accpets my medical and extend my collection period if i'm out of country?? please help me..
