It used to be that one could just go to the ICA office an apply for PR by just getting a number and wait. This has recently changed where the applicant has to book an appointment first via their webpage. The earliest available slots are usulally three months away. They seem to handel it the same now...

Apply for PR on PEP without a job?

I was wondering if it would make sense to apply for a PR when one is holding a PEP but is currently unemployed?

Would such an application be considered by ICA when the applicant has been working in Singapore for almost 3 years already?

Am I correct in assuming that a Business (Sole Proprietor) can employ people/staff like a Company can?

This would be the most expensive way for a start up and not at all feasible, without proper research, however your PEP is for 6 months i believe, that give's you plenty of time to come up with a business plan, for yourself, so that you can apply for the entrepass, while under the PEP.
