Hi there, I am a US citizen (not currently PR or DP, though going to apply soon for PR), and I asked the same question to a recruiter friend a few weeks ago. She replied "Just apply anyway." Apparently, companies do that to prevent a lot of unqualified workers from India/Malaysia/etc. from applying....
