I'm afraid I don't understand your problem. You apply for Citizenship - you get it or you don't. Simple. If you don't get it, they don't take your PR away from you. Nor do they cane you if you fail to get it. So what's the problem? What is the worst thing that can happen? They give you Citizenship....
