Hi, Sounds like the real question is "what the procedure for getting PR for my husband/wife?", because the marriage part is just as you describe e.g. "register at ROM". My understanding is that marriage is pretty much irrelevant for PR status, esp. for men. He can now apply for a long-term non-working visa on account of being married to you, but he will still need to have worked in Singapore on an EP for some time to qualify for PR. How about for women?
