You're absolutely right that locals get first place. With a high-school diploma or international cert, you'd have to sit for at least SAT I in order to enter the local universities (NUS, NTU, SMU) ... in some cases SAT II also. There are many private school options though. My sister studies at Kapla...

You could consider homeschooling. That is fairly popular among expats especially, nowadays. I myself have many friends who are homeschooled.
