My chance as PR

I recently relocated back to Singapore
Applied EP for the first company got denied 3 times, not my fault, company's fault in paperwork errors. While waiting for them to take action on appeal, I went with another offer and got IPA within 2 days, one of the fastest approval in my past experiences.

I came to Singapore in 2008
2008-2009 student pass in International School taking AEIS or something
2009-2011 enrolled into Sec 3 express and sat for O levels
2011-2014 studied in Poly being a top10% of entire cohort.
2015-2021- working in shipping/maritime while also obtaining a private part time degree from SIM-RMIT

during the time i applied for PR for 3 times and got denied. The last time was I left my job and instantly got rejection as I moved to the USA for MBA

2021-2025 outside of Singapore

Now relocate back to work in maritime AI related field. I plan to reapply for PR again after 6 months. I understand my time of stay will be reset but my qualifications obtained from Singapore.

I can converse fluently in mandarin but there is no paperwork to prove that.

What do you think about my chances this time?

Working in AI-related field is a plus. Many of my friends in tech got their PR approved. However, being outside of Singapore from 2021-2025 is quite a big minus. Your clock basically resets, meaning they will consider as you just landed in Singapore recently.

I understand but when filling in education, my certificafion and education all from Singapore as there is a need to provide education if I'm not wrong

2008-2020 is a long time in Singapore… this should be favorable in terms of cultural affinity, and educational recognition. I would also say that your international experience in the U.S. could be viewed as a plus.

However, being “others” race and being a 33yo “single” are the biggest challenges IMO.

I’m not sure if it would really help or not, but there are ways to get your Mandarin proficiency certified in Singapore. Here is one example:
