Applying for PR on Feb 2023 and checking on status it is still under pending (now coming to end Oct), anyone got the same lengthy waits, could it be backlogs during covid period?

What are your profile and characteristics like? There are applications that are approved/rejected in < 6 months and there are applications that are pending 12-24 months (possibly even longer). I'd say there are some applications where a decision (either way) is unlikely < 12 months.
If there's a backlog, it's no longer because of COVID.

I have waited 19 months and recently disappeared upload button documents . Complete exactly one week when I apply new PR not allowed waiting for result

On this forum you could count them on less than one hand. (first hand accounts 2nd or further down the line don't count - He/She told me doesn't count.)
