In my view chance is surely less than 5%. You will not need an immigration consultant.

Negative because of
1. Ethnic quota
2. Short stay in SG - 0 Tax filings. We will recommend at least 2-3 filings.
3. Minimum 3-5 years of working in SG

I applied for PR on Feb 2021, and the application is still shown as pending. I recently received a promotion letter and salary increment from my company. Should I notify ICA on that?

Also, the company letter have the stamp "private and confidential", as usual. Should I ask my company to provide another letter without the stamp, in case I want to send to ICA?

Applying using Family Ties would be the best option at this juncture as you salary is a bit on the low side, but you are probably being gamed by the employer because you are working on an LoC so they know they have the upper hand. Us FT and go for it.

Please note what SMS said, it is highly probable you could find a position with significantly higher pay, and age 36 is really prime time… don’t leave a pile of chips on the table.
