Fulltime employed want to start a Biz

Does anyone know if a Full-time employed (SPR) can register/own a Business in Singapore? Will there be any complication or legal matter involved?

Thinking of starting a simple home-based trading biz.

Any advice/comments appreciated.

You may want to check out Spore Chinese Chamber of Commerce & Industry http://english.sccci.org.sg/index.cfm?GPID=56

Not sure if they offer full time though.
