I root for ICON too for good location & accessibility to food outlets.
However, this condo is within CBD, so high parking and ERP charges apply.

There are such HDB units in Tanglin Halt & Commonwealth area.
For units which are bought from open market & fully paid off by owners, rental shd be possible. You may contact any housing agent to check out.
