For a similar event, I would straightforwardly think of the Fullerton One, it offers food, drinks and a gorgeous view. The price might be an issue, however... Otherwise, but there would be no food over there, I love the terrace at the Helipad just on top The Central, on the river facing Clarke Quay....

Just been there during CNY. If I can suggest, pay a visit to the islands of Abdul Raman Marine Park, it's a group of 5 islands, among which I found the best for snorkelling being Sapi. The islands are only 10-15 mins boat ride from KK main jetty, the trip is only around 55 RM (2 ways) including taxe...

As for hygiene-wise, I guess it's a trade-off for getting cheap food. I've worked in big restaurants before and even their chefs have no qualms about cooking food they've accidentally dropped on the floor.
