Down by the Cold Storage/Jason's in the basement of Tanglin Mall is a photo place (Kodak, I think). They have a book with all the requirements for the various passports and usually can have them within a couple of hours. Don't remember the price, though. We have had USA and OZ photos done.
I find it useful to go to an actual photography shop (the one in UE Square is pretty good) and get a pro to take your picture, then make a lot more copies and use 'em for a while. I paid something like $15 or $20 for 24, which comes out to be cheaper than those 4-for-$6 cheapo jobbies, and it doesn't look like a police mug shot after a hard night out.
