Seriously though, dazzlebabe has hit it on the head. Although I'd don't agree that all women are adept at defusing or handling those situations.

Could be, especially if it's been happening right from first day hired.
If it's a more recent occurrence you have to wonder what's changed.. eg bigger assets because now pregnant, or just general weight gain/weight loss.

its a small company so theyre the HR... I am the only girl and i am the only one in my nationality. i wear conservative clothes and i have never worn skirts and low necklined blouses as I know i am in an all male group. My attire is always blouse and slacks.
sometimes you just cant complain because i tried it once. I complained one officemate because he was watching porn on the computer which is beside me. our manager told me, it cant be true because its against their religion.

the blouse and slacks would still reveal contours (sometimes, noticing can't be helped. sorry, red-blooded male here). try something that would hide the contours. about porn guy, see if the movie shows up in the recently opened files of his movie player or the history/cache of his browser or whatever. take screenshots and use to your advantage...

I'd suggest writing a flat-out email to your manager explaining what you have been experiencing. I would also advise not to name any names in the e-mail at this stage in time. Hopefully he will get the hint and pass the message down onto the other employees.
Hopefully this will embarrass him to the point where it will no longer continue.
