I was thinking more about India in this case. Very low rape rates per capita, almost at the bottom of the list. Likely only a small fraction of such crimes gets reported.

Probably not reported as they are betrothed by their parents at 6 so go figger! They're are just sampling the goods. That and the fact that women are chattel and not much more than second class citizens in lots of areas so why would they report it.
