S league is not amateur.

Football is quite disjointed over here in Singapore. It's not like Europe, Aust, US and other countries. There is no grass roots to adults which comes under the national body of Football.
That said, there are numerous competitions that are run by private groups for Amateur players.

NFL was meant to be the top amateur league. However, after watching a few games, I find that debatable. I have seen teams and players in other competitions that are superior.

ESpzen is probably the largest as it has numerous divisions and ranges from kids through to adults. For adults, the midweek competition is the strongest, then Sunday league, followed by the Saturday league. http://www.espzen.com/home.asp

Cosmo league is more of a wealthy club league. Raymond Weil and Singtel are Sponsors and all teams seem to be ethnic based. However, this does not mean that if you are not British you can't play for a British club.

There are other leagues, but, I believe the best amateur players are playing in these leagues. Although, these are amateur some players could easily be playing in the S league but due to the fact that it does not pay as much they stick to their day jobs.

There is an old story you could read on this:
