If so, is it open to all or do they require me to purchase tickets?

I usually stay home and watch the festivities courtesy of a wide screen TV with family & friends. But if I were your age (I'm assuming rather youngish), I'd probably head to Sentosa Beach party. If I had money, then Marina Bay, otherwise the broadcasters "national" party at the floating platform. But as I'm 68 it's doubtful I'd be in my element (I think my son (26) did Sentosa Beach Party last year. Have fun.
