Yeah, could be. Its more of an opinion based on personal interactions than something baked up by data.
Why did I not take the US offers: Again a very personal reason. I now want to settle at one place. Moving to US will again bring the uncertainty with green card process. If you'd like to know more or share any thoughts, please PM me

Yes it does open up for a successful applicant as well. The reason is probably because once you become a PR, you can apply for a PR for dependent who is not yet a PR.
So basically, you know right now that there is a decision but you don't know what it is.
