My wife and I recently moved to Singapore. We are both 27, pretty easy going and fun loving people.

We are staying at Emerald Hill(behind Centrepoint Mall on Orchard). Would love to meet people from different parts of the world, locals and expats, especially those living near by.

I know of a few regulars who live in the areas you mentioned, a good way to mingle & make new few friends from across the globe. The group has expanded tremendously at each event.
