Repainting unit after lease end

My neighbour was telling me about her problem that her landlord is trying to get her to repain the whole unit after the lease ended. The landlord repainted it before handing over to her,and now insist she needs to do the same.

What's the rule of thumb for such cases, if not specifically implied in the LOI or Tenancy agreement?
