Selling branded clothes in Singapore

I know that is illegal to sell branded clothes in Singapore if you are not authorised by the company. Does anyone know the exact term regarding this law? And what will be the punishment if the action is discovered?
Also, I see quite a few places they also selling fake branded clothes or real branded clothes with cheaper price. Why they never get caught and fined?

If your are discreet about it and don;t have the whole shop selling jus from that brand, like a direct competitor, i think they would just over look it. Cos for them to enforce the copyright issues, also cost money and time. If u are only a small time biz, i think they can't be bothered
