Can try Greenfairway though I am not sure if they check (9 holes and is a nice place). Seletar base 6481 4745 (9 holes and very nice) is at its last week this week before closing for good at end of june and they do check... Seletar has one par 5, few par 4 and 2 par threes and its set amongst black and white houses and army barracks left behind by the british. Maybe less strict on weekdays but it is back to back on weekends so they are pretty strict. Marina apparently do check and if you can't produce a handicap, I was told today that they will ask you to hit a few balls at the side for their evaluation. Orchid Country club do ask about handicap... all the above are nice public local golf courses. Can try Changi ( not sure if they check) as well. Executive course (9 holes) is too short a course and not that great to play in.
They do not really check in JB or Bintan.

you can play marina bay - they will give you a quick test, i hit 2 balls last time!, cost me 10 dollars but lasts a month i think,

I suggest you try once more to get that information, and if you're really unsuccessful, then reach out to the ICA and explain your situation.
